Upkeep = 21 CC. It will be more or less easy to acquire a system if our strategy is weak against this system. You can also undermine the other Powers’ systems by destroying the Powerplay ships.
If your Power has affinities with local Governments, then your system will be easier to Fortify and more difficult to Undermine for your enemies.

We forted well, saw 1 system cancelled. So +15 -10 isn't worth it anyway, even without the bounty on your head.
Where do you need to go to trade in the merits? But beware, these systems have maintenance costs (Upkeep), and having high Upkeeps could put your Power at risk if you don’t have enough Command Capital to manage it properly. Undermining the Controlled system of an enemy Power is more dangerous but yields 30 Merits per target destroyed. Paid 1.4 million for around 200 merit points (wear and tear is out of control for interdictions) so better take your vultures out for a ride. Thanks for the great post. If you are active in Powerplay, you have no reason not to stabilize your pilot at Rank II.
I did this in a Python back in the time with 2h per day (1h morning & 1h evening) every day 7/7 for 50M Credits… but hey now we can earn much more in much less time . Last cycles Hudson heroes were CMDRs Borderxp4trol, Barongreenback, Notrhman, prozer, kagesenin, unkempt, mechanised nerd, onlininsider, el dooko, doc pep’r, nidhoggr, starman 1966, kissfannj, miracle max, sithilis, Shepron, and jigthegoblin. It's fun, it's thrilling (you are behind enemy lines, after all), it often leads to PvP, and it's very rewarding at 15 Merits per kill compared to the 1 Merit per kill you get while doing the expansion Military Strike missions. You undermine the other Powers, of course! It is very easy to achieve this and in addition you will unlock 15 units of PP commodities, 1 Consolidation vote and especially the 1st bonus from your Power, not to be missed!
For our current situation with Edmund Mahon (133 controlled systems) just know that every single control system has an overhead cost of 62.1 CC.
